Qatar Construction Worker Guide 2026
Real salaries for every construction role — labourers to project managers. How to get hired from Pakistan, India, Bangladesh, Nepal & Philippines. Summer ban, accommodation rights, labour law & job offer verification.
1. Qatar Construction Industry Overview 2026
Qatar's construction sector is one of the largest in the world relative to the country's size. Driven by the Qatar National Vision 2030 and the legacy of the FIFA World Cup 2022 infrastructure boom, the country continues to invest massively in roads, tunnels, metro extensions, Lusail City development, the North Field gas expansion project, and the New Doha Port expansion.
Government bodies like Ashghal (Public Works Authority) and Kahramaa are responsible for billions of dollars in active infrastructure contracts every year. This constant pipeline of work means Qatar's demand for construction workers — from unskilled labourers to senior civil engineers — remains consistently high.
Over 1 million construction workers are estimated to be working in Qatar, the vast majority from South Asia. Since 2020, Qatar has introduced significant reforms — abolishing the exit permit, removing the NOC for job changes, introducing a minimum wage, and enforcing strict accommodation and safety standards — making it a relatively more regulated construction labour market compared to other Gulf states.

3. Benefits & Package for Construction Workers
For construction workers — especially those in camps — the in-kind benefits can be worth as much as or more than the basic salary. Understanding the full package prevents unpleasant surprises on arrival.
Free Accommodation
The vast majority of construction companies provide free accommodation in workers' camps or company-owned housing. The Qatar Accommodation Standard (QAS) sets minimum requirements all camps must meet.
Free Meals / Canteen
Most construction camp packages include 3 free meals per day in an on-site canteen. For those without a canteen, employers pay a food allowance of QAR 500/month (minimum under the law).
Free Transport
Free daily bus service between accommodation and construction site is standard for camp-based workers. Some employers provide allowances of QAR 300–500/month for those arranging their own transport.
Annual Return Flight
One economy class return ticket to the home country per year is standard for almost all construction contracts. Some employers offer the ticket only on completion of a 2-year contract.
Health Insurance
Mandatory health insurance is required by law for all employees. Construction workers typically receive basic coverage including emergency care, outpatient visits, and hospitalisation.
End of Service Gratuity
21 days basic salary per year for years 1–5, and 30 days per year from year 6. Even a QAR 1,200/month labourer earns over QAR 8,000 in gratuity after a 3-year contract.
Annual Leave
Minimum 21 days (3 weeks) per year after completing 1 year of service. Leave is typically taken alongside the annual return flight home.
Summer Rest Pay
During the summer outdoor ban (June–September), workers banned from working 10AM–3:30PM receive their full daily wage. Employers cannot deduct pay for the mandated rest hours.
4. Qatar Summer Outdoor Working Hour Ban — What You Must Know
Qatar enforces one of the most comprehensive outdoor worker heat protection policies in the world. The Outdoor Work Prohibition bans all outdoor labour during the hottest hours of the day in summer.
Summer Ban — Key Facts
| Ban Period | 1 June – 15 September (every year) |
| Banned Hours | 10:00 AM – 3:30 PM |
| Applies To | All outdoor workers — construction, roads, landscaping, delivery |
| Worker Pay | Full wage must be paid — no deductions allowed |
| Employer Fine | QAR 10,000–50,000 per violation + site closure |
| Enforcement | Ministry of Labour inspectors conduct unannounced site visits |
Your Rights During the Summer Ban
- You cannot be forced to work outdoors between 10AM and 3:30PM from June 1 to September 15

- Shaded rest areas must be available at all times — not just during the ban hours
- Workers must be trained in heat illness recognition (heat exhaustion, heat stroke)
- Supervisors must monitor workers for signs of heat stress throughout the day
- Qatar operates a heat stress monitoring system — WBGT (Wet Bulb Globe Temperature) measurements guide additional precautions
- Emergency medical response plans must be in place on all large construction sites

7. How to Get a Construction Job in Qatar — By Country
- Find a BEOE-registered construction recruitment agency (verify at beoe.gov.pk). Never use an unlicensed agent.
- Demand a MOFA-attested offer letter from your Qatari employer before paying anything.
- Attend the trade test at the recruitment agency's testing centre — common for electricians, welders, and plumbers.
- Get documents attested: your trade certificate → NAVTTC or relevant board → Ministry of Foreign Affairs Pakistan → Qatar Embassy.
- Obtain your Overseas Employment Certificate (OEC) from BEOE before departure.
- Check your Qatar entry permit status using your passport on QatarVisaStatus.com before booking your flight.
- For ECR passport holders, use only eMigrate-registered recruitment agencies (emigrate.gov.in).
- Non-ECR holders (degree holders) can apply directly through company portals without agent involvement.
- Trade test is commonly required for skilled workers — carpenters, electricians, welders.
- Attest documents: State board / technical institute → MEA → Qatar Embassy in India.
- Register with the Indian Embassy in Doha on arrival — they provide strong consular protection.
- Use only BMET-registered agencies (verify at bmet.gov.bd). Bangladesh has seen very high rates of construction job fraud.
- Demand the original demand letter from Qatar with MOFA stamp — not a photocopy.
- Attend mandatory BMET pre-departure orientation before leaving.
- Obtain your BMET Overseas Employment Card before departure.
- Maximum legal recruitment fee is BDT 2 lakh — anything higher is likely fraudulent.
- Apply through DoFE-licensed agencies only (verify at dofe.gov.np).
- Demand the original demand letter with Qatar MOFA attestation and Nepal Embassy attestation.
- Attend DoFE pre-departure orientation — mandatory.
- Obtain Foreign Employment Permit (approval letter) from DoFE before your visa.
- Maximum recruitment fee is set by the Foreign Employment Act — verify limits with DoFE.
- Apply through POEA-accredited agencies for construction roles (poea.gov.ph).
- The employer must sign a POEA Standard Employment Contract — this is mandatory.
- Attend PDOS (Pre-Departure Orientation Seminar) at OWWA.
- Obtain your OEC (Overseas Employment Certificate) before departure.
- Skilled Filipino workers in MEP trades, supervisory, and QA/QC roles are particularly valued.
8. How to Verify a Qatar Construction Job Offer
Construction job scams are unfortunately very common — particularly targeting workers from Pakistan, Bangladesh, and Nepal. Follow these steps before paying anything or booking a flight.
Verify the Company on Qatar MCI Portal
Check the company's commercial registration at portal.moci.gov.qa. All legitimate Qatari construction companies are registered here. Unregistered companies cannot legally employ workers.
Demand MOFA-Attested Offer Letter
The offer letter must have a Qatar Ministry of Foreign Affairs (MOFA) attestation stamp. This is done by the Qatari employer — it is not something you arrange yourself. No MOFA stamp = unverified offer.
Verify Your Visa Before Travelling
Ask your employer for the entry permit number and check its status on QatarVisaStatus.com. A 'Valid to Use' status confirms the visa is real and approved before you book any flights.
Confirm Recruitment Agency License
Verify the agent's licence with your country's emigration authority (BEOE/Pakistan, BMET/Bangladesh, DoFE/Nepal, POEA/Philippines, eMigrate/India). An unlicensed agent cannot legally place you for overseas work.
Never Pay Excessive Fees
Qatar law bans employers from charging workers for recruitment or visa costs. Any agent asking for QAR 5,000+ for a 'free visa' or 'processing fee' is operating illegally. The legal maximum varies by country — check with your government.
Read the Contract Before Signing
Ensure your employment contract includes: job title, basic salary, accommodation details, working hours, annual leave days, and return flight. If it only exists in Arabic, demand an official translation before signing.
Red Flags — Construction Job Scams
- Job offered via WhatsApp only, no physical office
- Salary is unrealistically high (QAR 5,000+ for unskilled labourer)
- Agent demands large upfront fees before visa
- No MOFA attestation on offer letter
- Company cannot be found on Qatar MCI portal
- Agent pressures you to travel urgently
- Contract is verbal only with no written document
- Job in Qatar but visa stamp is for a different country
- Agent has no licence number or government registration
- Promised job title changes to a different role on arrival
9. Checking Your Qatar Construction Work Visa
After your employer submits your work entry permit, you can check its status online before you resign or travel. This is one of the most important steps to verify your job is legitimate.
- Ask your employer for the visa (entry permit) reference number
- Enter your passport number and nationality on QatarVisaStatus.com
- Confirm the status shows "Valid to Use" before booking flights
- If the status shows pending for more than 4 weeks, contact your employer and embassy
- Always check visa status again 24–48 hours before departure
| Employer submits entry permit | Day 1 |
| MOL approval (if required) | 1–2 weeks |
| MOI visa processing | 1–3 weeks |
| Medical fitness test (home country) | 1 week |
| Visa stamping / approval | 3–5 days |
| Departure clearance | 1–2 days |
| Total typical timeline | 3–7 weeks |
